Captain Ken Ebert is an Engineering Duty Officer (EDO) with a Bachelor of Science in Aerospace Engineering from the U.S. Naval Academy and a Master of Science in Astronautical Engineering from the Naval Postgraduate School. A member of the Defense Acquisition Corps, the Information Warfare Community, and the Space Cadre, he is Level III certified in both Program Management and Systems Engineering.
CAPT Ebert’s sea duty assignments include USS Princeton (CG 59), where he served as Communications Officer and earned his Surface Warfare Officer qualification during a counter-narcotics deployment in 1997, and Destroyer Squadron Fifteen, stationed in Yokosuka, Japan, qualifying as Tactical Watch Officer while embarked on USS Kitty Hawk (CV 63) during an emergent deployment to the Persian Gulf in 1999.
CAPT Ebert’s first shore duty was in Dahlgren, Virginia, where he was responsible for financial management and out-year budget planning for Naval Space Command and its two subordinate commands, Naval Satellite Operations Center and Fleet Surveillance Support Command. Upon lateral transfer to the EDO community, he was assigned to the Unmanned Systems Branch at Space and Naval Warfare (SPAWAR) Systems Center, Pacific. As project manager for joint robotics programs, he led an all-volunteer team of forward-deployed Navy Reservists providing training and technical support for Explosive Ordnance Disposal technicians and other robotics users in Iraq and Afghanistan.
In 2006, CAPT Ebert augmented a Counter Radio-Controlled Improvised Explosive Device (RCIED) task force for Operation Iraqi Freedom. Forward deployed to Balad, Iraq, he provided in-theater electronic warfare expertise for two Army logistics brigades and fielded Counter RCIED Electronic Warfare (CREW) systems for Multi-National Division North. He is a proud plank-owner of Joint CREW Composite Squadron One (JCCS-1).
From 2007 through 2010, CAPT Ebert served in the Navy’s Communications Satellite Program Office (PMW 146) as the Assistant Program Manager for Satellite Control and Mission Operations for the Mobile User Objective System. Subsequently, CAPT Ebert was the Officer in Charge of SPAWAR Systems Facility Pacific in Yokosuka, Japan, where he led a team performing C4I installations afloat and ashore throughout the Pacific Far East for Seventh Fleet and III Marine Expeditionary Force units. Following his overseas assignment, CAPT Ebert served as Deputy Program Manager for the Shore and Expeditionary Integration Program Office (PMW 790) from 2014 to 2016, where he led the deployment and sustainment of C4I systems for the fleet’s worldwide shore communications stations as well as Joint and Navy Expeditionary forces. Prior to reporting as Program Manager, PMW 760, CAPT Ebert was the Executive Assistant to the SPAWAR Commander.
CAPT Ebert’s personal awards include four Meritorious Service Medals, three Navy Commendation Medals, an Army Commendation Medal, and a Navy Achievement Medal.
