October 2017 Luncheon

Joseph is the Managing Member and co-founder of Boarhog LLC, a Service Disabled Veteran Owned and Historically Underutilized Business Zone (HUBZone) certified small business specializing in innovative problem solving, System-of-Systems (SoSys) engineering and sustainment, the rapid testing of mature technologies, and business consulting.  Boarhog’s headquarters is in San Diego, with offices in Arizona and Texas.

Prior to creating Boarhog in 2012, Joseph was a Senior Manager with Lockheed Martin for five years, representing their interests in Information Warfare programs for the U.S. Navy’s Space and Naval Warfare (SPAWAR) systems command.  For the five years ending in April 2007, Joe was with ITT/Exelis, principally as the prime contractor Program Manager for SPAWAR’s Fleet Systems Engineering Team (FSET).  He retired from active duty in 2002 from the SPAWAR Office of the Chief Engineer, where he served as the Horizontal Integration IT-21 Block Manager.  His active duty acquisition community tours include Battle Force Engineering Department Head and Assistant Chief Engineer for Test & Evaluation at the Naval Surface Warfare Center, Port Hueneme Division.

Joseph is a recent graduate of the Defense Acquisition University’s 10-week Advanced Program Management course.  He earned his Master of Science in Procurement Management from The American University in Washington, DC, and is a graduate of the U.S. Naval War College Command and Staff course.  Joseph is on the Board of Directors of the National Defense Industrial Association and the International Test & Evaluation Association San Diego Chapters.

His daughter Julia is a senior at San Francisco State University, and his son Joey served a tour in the US Air Force as a Ground RADAR Systems Technician prior to joining Boarhog LLC.
